Chair rail, picture rail, astrigal and frieze moldings are horizontal wall moulding that, while less common than baseboard and crown moulding, have been popular features of many house styles and have rather interesting origins and functions. Perhaps your room longs for decorative frieze moulding?
The Frieze moulding is a wide band, that runs under the cornice or crown moulding. Usually, frieze moulding installed about 1/3 or 1/2 of the way down a wall from ceiling. Frieze moulding has a wide flat profile with decorative relief design on the front. Decorative frieze moulding are most common in the homes that follow neoclassical architecture or decorating style.
